Agencies must justify their existence. Most produce annual reports. Add the phrase "annual report" to the name of the agency in a Google search and you should retrieve a number of self-reported descriptions of programs and results. For spending, try annual reports of the State Comptroller's office.
Don't forget tribal sources, statistics, and programs if they are applicable in your state.
